Superior Sigil of Draining BUGGED?

Is it just me or is Sigil of Draining having the 3 sec ICD in both PvP and WvW, despite the change being PvP exclussive?

I've been running around with Sigil of Draining featuring it in my newest interrupt build. I've noticed that even when I get multiple target interrupts simultaneously, either via Chaos Storm lucky procs or traited Diversion (being an AoE daze), The combat log still only displays a single proc of dmg/heal. Is this a tooltip bug, where the combat log doesn't display the other sigil procs, or is it bugged and using the 3 sec ICD from PVP?

The log probably has issues registering all hits simultaneously or something because it's treated like a one time effect idk

From using it on my hammer as a warrior I can attest that it definitely works more than once though.
