I look at the news and ask myself that very same question every day.

If OP means to play against equally skilled terms maybe (and I mean a big maybe) alliances will help. As for matchups getting interesting fights for everyone, that depends on both people moving around and also anets decision on link pairings. Bandwagoning will always throw things off balance though. I don't quite understand what the post is conveying/asking so I'm just going off on a limb.
