PVP Divisions need a revamp - only 15 ppl in top division?

15 people in the Legendary division is fine-ish. Getting there should feel like an achievement.If there were 150 people there, that would already be like half the population. /jk

What I find more problematic is the bell curve distribution of players from bronze to legendary. The distribution of players should be more like a pyramid. Majority of people should be in bronze/silver while divisions going up having incrementally fewer players.

The curve is a variable... It is based on how much skilled or unskilled players are participating regularly...If everyone's a skilled player(ideal scenario) the curve should be linear... Everyone will be placed in gold lvl1(unless there's a huge class advantage)(that too ppl can switch classes when match begins... So it won't affect curve if everyone's a 100% pro)...

If less skilled players and less new players and more average players, you get a bell curve... That's the reality... Gw2 gets less new ppl, and those who already played for 2 seasons and know their way , they try to farm less skilled new players and throw toxic chat if they matched with them on same team, new players leave PVP... So curve is maintained...

But if current players don't quit and get skilled overtime, then the curve would maintain a digital 0 to 1 square wave like curve... But if everyone feels they are skilled and yet they couldn't climb higher and reach legendary, theyll lose interest and the curve might fall flat gradually to 0 across bronze to legendary... But to avoid these issues, gw2 mm might mix one or two low tier with plat to maintain the fall and rise... Idk... Im purely speculating here...:p ;)TL;DRBut there will always be skill gap

When there are 0 players who are good enough for the highest tier (legend 3), the required rating is out of proportion. That said, I don‘t think it matters. Who cares about ladder/leaderboards anyway. Ever since it was introduced the playerbased did their best to cheat the system and wasn’t or was barely held responsible for it.
