Inscription of the Spearmarshal unobtainable?

The recipe has not been found on any vendor or in any loot drop, nor does it seem possible to discover it like you could the insignia. It is vital in creating the spearmarshal weapons needed for the specialization weapons, and yet it cannot be created? Given that nobody has been able to find it yet, unlike the insignia, I assume it's absense is because of a bug or missing implementation, and not for a lack of looking.

Unlikely that it's a discovery as the orichalcum plated dowels do not show up in the discovery window and they're a high candidate for an exotic insignia as all other exotic insignias use them.
