Charr vs Human damage difference on whirling wrath

So, I was trying to decide between human and charr for my guardian and noticed a significant damage difference when using whirling wrath, so I decided to test it out:

I used berserker and pack runes to reach at least 50% crit chance to get 100% with retaliation, then used "Stand Your Ground" to get the retalation buff and used whirling wrath on the big golem on the mists.

I deliberately unequipped sigils and the other weapon to try to avoid any kind of possible bug related to that. Tried several times on each character to the same results.

Human does 1,5k ~ 3k more damage EVERY time.

I tried moving the charr around to see if I was missing the hitbox center.

Also I noticed human damage pops out at a consistent speed while charr damage goes in pairs, if that makes sense. On the above example, human hit 14 times and charr hit 10 times.

Also tried counting projectiles without hitting the golems but indeed I only see 7 for both races.

I can only imagine this is even worse for smaller monsters. Am I doing something wrong here or is this a bug?

I nolonger remember the reason behind the bug. But its been like this since game came out, human male only do more dmg then others with whirling wrath. If I remember correctly, they hit 1 extra time = more dmg. It is however the only skill where this bug appear. So all in all its not off huge importens.
