Play the game. That unlocks 100s of skins without any research (and mostly without spending gold). As you progress and feel the need to acquire specific skins to complete a look, you can research those and decide to splurge or stick to a budget. There are lots of cheap decent skins.

Additionally, there are a number of websites out there to help you discover which skins you lack and where to get them:

Take it slow. There are a LOT of skins.

My advice is start here: https://wiki.guildwars2.com/wiki/Armor

On the right is a table that lists every profession, race, armor type and gender. Pick the one you are playing now (your main) and see what armor sets look nice to you, then proceed from there. Example: A Human Female Mesmer (light armor) would be this: https://wiki.guildwars2.com/wiki/Human_female_light_armor

Remember that armor in those screenshots can be re-dyed to match the color scheme you want. Dyes are available to purchase from the trading post, but also turn up as loot and can be crafted.

For weapons just type in the search field "Gallery of (your weapon type)". Example: a Gallery of Swords: https://wiki.guildwars2.com/wiki/Gallery_of_swords

That will give you an overview of what you might find interesting, and also what's accessible to you at this point.

Welcome to Fashion Wars 2.
