New shatterer

I tried a brief search on this but saw nothing.

Lately I've been joining a zero that hits many of the bosses that drop infusions and many MANY MANY MANY times the Shatterer won't spawn. Either the pre events never pop up or they get completed and Shatterer never spawns. This is the newest map...shouldn't this not happen? On some days there will be three maps, all bugged. Other days only one instance works and of course not everyone can fit. Very frustrating.
