Protection bug on spectral ring former spectral wall

The protection is only applying if you do not have protection already which makes it kinda awkward to use sometimes. An icd of applying protection from spectral ring or only applying it once per use (not everytime you cross the line ofc, this would be broken) would make it much better. Now you always have to look if you or allies already have protection and can not benefit from it. Maybe this is intended but i think if it was this is kinda strange.

I say give it the same internal cooldown per friend than the one per enemy - 1.5 sec. Or better, remove the icd for fear and leave it only for protect. Spectral Wall used to work so well on those mordrem wolves... /sad

From the wiki page of the skill Temporal Curtain, a Mesmer' skill that looks and functions quite similar to Spectral Wall:

September 29, 2015 Removed functionality that prevented the swiftness applied by this skill from applying to allies that already had swiftness.

Seems like the correction is a bit overdue.
