Im having trouble surviving WVW as Tempest.

In WvW, Tempest is used primarily for roaming builds or for dedicated healer builds.

Even all in tankly tempest have a hard time living though zerg bombs not enofe take 0 dmg effect or barrier to cover your hp to heal. Maybe try rune of sanctuary but you lose out a good bit of group support to do so. In an odd way weaver is more able to live though zerg fights because of its high evasion up time something tempest lacks.

It's all about positioning in zergs. I personally find it easier to survive as backline Ele than other DPS positions in groups. You have more mobility than backline Rev who has to swap from hammer to fly away with staff 5 and typically goes Dragon/Dwarf so it doesn't have Riposting Shadows. Compared to Scourge who has to live and die by the tag, you also have the freedom of positioning on or away from tag to avoid damage rather than always relying on your Firebrands. As long as your group doesn't get completely steamrolled there's also Vapor Form to bring you to safety (assuming you don't have a Scourge who is caught out and transfuses you to the brunt of the front be his decoy).

There's no reason to ever play tempest as dps with staff in wvw. Take weaver since twist of fate is the best defense that ele ever had. Use full marauder gear. Use fire spec because it gives you a lot of damage, which is your primary role. Take arcane spec because it gives good sustain and passive shield proc.

Lightning flash, twist of fate and arcane shield (or mist form) give you good amount of defense and mobility to survive. Everything else is just positioning, there's no need for defensive specs. Practice is the key.

Not sure how you run air, water, earth and tempest trait lines.

However Tempest is a support spec so if you're trying to run it as damage then you're not aligning with the purpose of the spec so the results may be underwhelming. If a minstrels healer tempest (eart, water, tempest) with dagger/focus or warhorn is good for smaller groups especially if you can share shocking aura on initial engage, it's OK in zergs but other options are better.

As Steki said, run weaver if you want staff and damage or even core ele (fire, air/water, arcane) but also run marauder gear, damage is far too high for you to be full glass at 11.5k health unless you're exceptionally good as 1 stray hit will likely down you.
