No, but there's really no need, since there are far more HP available than you need to max out all specs.

And to add on to that: the core unlocks (everything but the elite specs) require no extra work - you get enough simply from reaching lvl 80.Join a HoT Hero Point train and you'll have one elite spec finished in no time, the pick off the rest in PoF.

Just in case you're thinking about refunding some core specs and spending the points on one of the elite specializations instead: forget it. Elite specializations can't be started unless you've maxed out all core specs. By the time you hit lvl 80 you are guaranteed to have enough points to max out all core specs. Only then can you start investing in elite specializations.
