Please help! What is the name of the skill a warrior uses to chain the opponent to himself?

I think it is warrior but might be a guardian. The skill acts as an interupt to prevent an opponent from fleeing but is used in pvp as a CC to pull people to the floor. Please help me with what is this trait/ skill called.

Either it is dh, the hot guardian elize spec with his f1( spear of justice)Or it is spellbreaker the pof warrior elite spec with the major trait teatherbreaker
