It revives you and after some time you are defeated (if you do not rally, which has a 25% chance on killing an enemy while under the effect of Vengeance). You rally and upon killing an enemy you have a chance to lose the debuff which otherwise will kill you after 10 seconds.The trait Vengeful Return increases you chance to lose the debuff after using Vengence and getting a kill.This skill would otherwise be way overpowered since it would be the only skill which would allow a class to rally without killing something.
