With Roiling Mists and relatively easy access to Fury (DS, FoD, RP), what's the reason for not taking it over Marauder?

You're comparing this to radiant guardian's usage of valkyrie amulet. The reason why radiant guardian uses valkyrie amulet is because of the Radiance traits Righteous Instincts, Radiant Power and the Valor trait Monk's Focus.

Righteous Instincts increases guardian's precision by 50% (25% in the upcoming 5th of March balance patch), an additional 10% from Radiant Power when attacking burning enemies and fury or 20% from Monk's Focus whenever a guardian uses a meditation skill, resulting in an 80% critical hit chance. This is why radiant hammer uses valkyrie amulet, it has plenty of precision from those 3 traits that it doesn't need the extra precision from marauder.
