[Elite Suggestion] Jailer

Instead of guarding their people or some sacred things/knowledge, these guardians instead "guard" prisoners and all sorts of monsters from escaping. These guardians hunt down dangerous beings, but instead of killing those creatures, these guardians collect them, imprison them and try to reform them.
These jailers follow four basic principles (heavily modified principles to what normal guardians stands for):
1) Search, contain, arrest, imprison and reform. Killing is not the answer, because everyone can be reformed;
2) Pain of the body cleanses the soul. Only in pain sinners can recognize their sins;
3) Crimes are sins and criminals are sinners. Only way to wash away the sins is repentance;
4) Pain leads to repentance, repentance leads to salvation and salvation will be the goal of every sinner.



Adept Minor Trait
You now can use dagger in your off-hand and allow you to use Reform abilities.
Replace your Virtues with Punishment abilities.

Adept Major Trait Line
Major Trait 1
Whenever you blind or cripple an enemy, then inflict 2 sec of slow on them. Cooldown: 6 sec.
Major Trait 2
Whenever you inflict burning on enemy, then inflict 4 sec of weakness on them. Cooldown: 10 sec.
Major Trait 3
Gain 1 stack of stability for 3 sec whenever you use one of your Reform abilities.

Master Minor Trait
Disabling an enemy will inflict 5 sec of weakness and 3 sec of slow on them.

Master Major Trait Line
Major Trait 4
Whenever you inflict slow on enemy, then corrupt 1 boon on them. Cripple and blind inflicted by you will last 33% longer.
Major Trait 5
Inflict 1 stack of torment for 3 sec whenever you strike a weakened enemy. Cooldown: 1 sec.
Major Trait 6
Your dagger 5 now will steal boons on your target instead of removing them. Your dagger 4 becomes unblockable.

Grandmaster Minor Trait
Take 10% less damage from weakened and slowed enemies.

Grandmaster Major Trait Line
Major Trait 7
Successfully performing a combo finisher will inflict 2 sec of slow on nearby enemies. Cooldown: 3 sec.
Major Trait 8
Torment you inflict will last 20% longer and deal 10% more damage.
Major Trait 9
Gain 10 stacks of might for 3 sec whenever you disable an enemy.



Dagger 4
Pull your target to yourself and cripple it.

  • Casting time: 1 sec
  • Cooldown: 16 sec
  • Range: 600
  • Damage: 600 (scale with power)
  • Cripple: 3 sec

Dagger 5
Remove up to 2 boons from your target, siphon some health from it and inflict torment on it.

  • Casting time: 1/2 sec
  • Cooldown: 18 sec
  • Range: 600
  • Siphon damage: 400 (scale with power)
  • Siphon healing: 200 (scale with healing power)
  • Torment: 2 stacks for 10 sec


F1
Passive: inflict burn and cripple on every 5th attack.
Active: immobilize, blind and torment nearby enemies.

  • Casting time: 3/4 sec
  • Cooldown: 30 sec
  • Radius: 600
  • Passive burn: 1 stack for 3 sec
  • Passive cripple: 4 sec
  • Immobilize: 1 sec
  • Blind: 5 sec
  • Torment: 2 stacks for 10 sec

Passive: heal yourself for 0.5% (scale with healing power) of all damage you cause.
Active: siphon health from nearby enemies and steal a boon from each enemy.

  • Casting time: 1/2 sec
  • Cooldown: 50 sec
  • Radius: 600
  • Siphon damage: 300 (scale with power)
  • Siphon healing: 400 (scale with healing power)

Passive: every 30 sec gain aegis.
Active: block all attacks for several sec. Inflict slow and weakness on any attacker.

  • Casting time: instant
  • Cooldown: 50 sec
  • Duration 3 sec
  • Slow and weakness interval: 1 sec
  • Slow: 1 sec
  • Weakness: 3 sec


Healing Reform
Heal yourself and perform blast combo finisher at your current location.

  • Casting time: instant
  • Cooldown: 15 sec
  • Healing: 2000 (scale with healing power)

Utility Reform 1
Cripple nearby enemies and perform whirl combo finisher at your current location. Stunbreak yourself.

  • Casting time: 1/4 sec
  • Cooldown: 15 sec
  • Radius: 300
  • Cripple: 4 sec

Utility Reform 2
Knockdown your opponent, inflict torment on it and perform blast combo finisher at your target's location.

  • Casting time: 1/4 sec
  • Cooldown: 25 sec
  • Range: 600
  • Knockdown: 1 sec
  • Torment: 2 stacks for 10 sec

Utility Reform 3
Inflict slow, weakness and torment on your target.

  • Casting time: 1/2 sec
  • Cooldown: 30 sec
  • Range: 600
  • Slow: 3 sec
  • Weakness: 5 sec
  • Torment: 2 stacks for 8 sec
  • Projectile combo finisher

Utility Reform 4
Burn and weaken enemies in targeted area and create fire combo field.

  • Casting time: 1/2 sec
  • Cooldown: 20 sec
  • Range: 600
  • Radius: 240
  • Burn: 2 stacks for 4 sec
  • Weakness: 5 sec
  • Field duration: 6 sec

Elite Reform
Pull all enemies around your target to your target, immobilize and torment them. If your target was an enemy, then knockdown it as well.

  • Casting time: 3/4 sec
  • Cooldown: 50 sec
  • Range: 900
  • Radius: 300
  • Immobilize: 2 sec
  • Torment: 3 stacks for 10 sec
  • Knockdown: 2 sec
  • Blast combo finisher
