Is there some kind of event timer for the Legerndary Chak Gerent meta event?

Am new and accidentaly ran into the event while I was exploring the Tangled Depths, really liked the amount of stuff I got from this even and was woundering if there exists some kind of timer when this events starts or does it have to be started by a guild?
