Gem store: could not purchase unicorn finisher to 2 accounts

Wanted to purchase the unicorn finisher to 2 accounts that we play in the same computer. The finisher was available for purchase for both accounts. After I purchased the finisher and used it, the finisher was not anymore available for the second account. Finisher was supposed to be available still 1 hours 45 mins.

We use the 2 accounts in the same Windows desktop. We just type different name/password to the gw2 client.

For example, f11 settings are separate settings to 2 accounts. So is now Gems store history - was not year+ ago. Guess, the "you can buy 1 more for this price" or equivalent is not separate data yet.
