What causes characters to glow blue or red? Infusion?

I keep seeing players in game glowing blue or red. Couldn't find the answer searching the forum and not getting responses when I ask in game. What creates this effect?

It’s an infusion, a [polysaturating reverberating infusion]. They are currently dropping from trick or treat bags.

The Polysaturating Reverberating ones apply a colored layer to your character that coats them on the sides (depending on your view angle).The Polyluminescent Undulating ones apply a skin glow effect to your character. They are the ones that truly glow.

Another difference is the colors. The polysaturating have purple (looks blue) and red and the polyluminescent have black, green, orange and teal.

I was being specific because the OP asked for what caused the Blue and Red colors, not the names of what caused all colored glows.

If you can't afford infusions, there are hyleck potions you can buy in that teq map that make you character glow. They aren't permanent, so you can change colors whenever you want

Honestly i tried a green one on my necro and i'm not impressed, quite awful looking.
