Full minstrel with monk runes is meta, there is no "acceptable" limitations. Either you're a meta support or you are not.

It depends on what your healing modifiers are. Healing Power is mostly for the Scrapper theirself, it does help allies but outgoing healing % helps them far more, so as long as you stay at around 150% outgoing you can get away with just 1k of Healing Power.
