Move skill bar, it's possible?

Hi there, i'm pretty new in this game, i would like to know if it's possible to move the skill bar, change his location in the screen.I was studying the option menu and i found nothing about this, also i was looking in google for an addon for this porpouse but i find nothing either.

It is not. They made the UI non-customisable

I don't use add ons so can't help with those
