Guild Wars 2 Rules of Conduct and Guild Wars 2 User Agreement Questions

Per the provisions within the Guild Wars 2 Rules of Conduct and Guild Wars 2 User Agreement,

1) Are verbally explicit discussions conducted between adults over a voice chat medium such as Discord, TeamSpeak, Ventrillo, etc. within the scope of the conduct over which Anet may elect to issue a warning, suspension, ban, etc.? This question is not intended to convey acts or conduct other than the verbal use of non-hate speech explicit language (aka "potty words") and/or discussions of a sexual nature.

2) Per rule 7 of the Guild Wars 2 Rules of Conduct, "You may not market, promote, advertise, or solicit within the Guild Wars 2 Game or on the official Guild Wars 2 websites."2a) Is providing other WvW players a Discord link in chat or a squad message in violation of this rule?2b) Is linking a Twitch stream (once in a 24 hour period) in chat or in a squad message in violation of this rule?

3) Per Rule 9 of the Guild Wars 2 Rules of Conduct, "except as may be specifically authorized by the Service and by ArenaNet or NCsoft, without first obtaining our express written permission."3a) To which department does one address direct the request for written consent for such a transaction in order to make the intent of the request clear for the support agent?3b) Is this a suggested step prior to engaging in a transaction on the GW2 subreddit?

4) Per section 9(d)(ii) of the Guild Wars 2 User Agreement, "Reported violations of Rules of Conduct that lack merit – If ArenaNet, in its reasonable discretion, determines that You are associated with any communication regarding violations of the Rules of Conduct that lacks merit, ArenaNet may take any action it deems appropriate under the circumstances, including but not limited to providing You with a warning, penalties, and in certain cases termination of Your Account under Section 3(b)."4a) Was this meant to convey that action may be taken against an individual even though the reported violations were found to lack merit?4b) Was this meant to convey that action may be taken against the individual who submits reports that lack merit?

5) Per section 9(d)(i) of the Guild Wars 2 User Agreement, "Reported violations of Rules of Conduct that have merit – ArenaNet may take any action, or no action whatsoever, based on communications regarding violation of the Rules of Conduct related to any Account, including but not limited to providing You with a warning, penalties, and in certain cases termination of an Account under Section 3(b). ArenaNet has no obligation to explain any decision to take any action, or no action whatsoever, based on communications regarding violation of the Rules of Conduct related to any Account."5a) What are the prima facie elements of reported violations of the Rules of Conduct that have merit?5b) What type of evidence is considered admissible evidence in such a case?5c) What is defined as direct or indirect evidence in such a case?

ArenaNet does not monitor 3rd-party voip programs.If you aren't monetary profiting from the links, and they are linking to someplace inadvisable, there should be no problem.You can contact the CS Team or the Legal department for permissions, though it's not necessary for p2p transactions. In fact, you won't receive any 'permissions' for such a transaction, as it is not supported. Use at your own risk.It means a person/account may be actioned for submitting false reports.
