OUTNUMBERED leads to poor matching.

OUTNUMBERED:

The enemies greatly outnumber your forces. Be careful out there!+50% Participation+20% Magic Find+25% World ExperienceTake no armor damage on deathBeing killed by the enemy team will not grant War Score.— In-game description

Specifically, the part about "Being killed by the enemy team will NOT grant War Score" is the issue with matching IMHO. If a group which vastly outnumbers your side is able to roll over you and still get loot bags, they are going to keep doing it. If a group which vastly outnumbers you is able to take your tier 3 keep with little effort, they are going to keep doing it. If the game fails to give War Score, that simply means you have to see those same people next month as well. I don't think that War Score modification is having the intended effect of creating competitive matching and heroic skirmishes.

They don't get extra score from killing outnumbered players, which means there isn't enough of your players around so it's really not much points anyways. Regular ppt however is still on, so if they're always "running" you over and taking all your stuff it's unlikely they'll still be close in score with your server and be stuck with you the next week.

Enemy kills really only matter if every single objective for 3 sides is T0. Thats around reset when 80 tick is "high". This is due to the exponential tier score. As soon as you move past the first day, it doesnt have that much impact on who's going to actually win the matchup - especially not if you're outnumbered and take your T3 easily. You'll loose and they'll win.

Paying them more, might draw more in.Except what you are saying is paying people to make the server intentionally loose and tell people to kitten off their loot border because thats the kind of behaviour we want to encourage in a team based MMO.

People that will game a system will always find a way. You can't penalize a side that is active and playing, so instead I say encourage more of the side that is outnumbered and further buff the reason they are going to go out and probably face greater challenges. I am not in the group that says all loot in WvW leads to downfall. You only get paid if you kill things and risk vs reward should be a thing.
