The cooldown is on the unmerge and everything! This would allow ranger to stop being a CC spammer and use those skills when they actually are required instead of a permanent part of the rotationa as they are right now. Maybe for brief spike things in pvp/wvw settings, but in pve it would be a very bad idea to drop your merge in order to get a 5% damage buff for a bit. It could be switched to an activation whenever you use one of your bonded skills so that CC use isn't required, though with a good power build you have more than enough CC for 100% uptime and it's good to use them for damage anyway.
