The most common method of reviving players is simply by pressing "F" while standing on them. Alternatively there are several skills out there that can be used to assist with reviving downed players, such as "Toss Elixer R", an engineer skill.You can basically assume if the tool tip doesn't mention healing, specifically, downed players that it will only heal players that are still up.
