Addon for russion chat in game. Developers response needed.

Hello everyone.Some of our fans developing addon for russion chat. Its just overlay, without files modifing. Here is screen that demonstrate how its work. How do they get the chat info without reading(or writing) from the gw2.exe while running in windows like what ARC does? ( TOS restriction )

Anet does not have an API for the GW2.exe game executable. That's why ARC is a grey area, even though it was a very good program by its author. It opens a door to mischief. (god-mode [iDDQD])
