Perma interrupt Thief problem

Magnetic aura reflects headshot, so use aftershock while casting overload Water.

Stability also has a .75 recharge from interrupt, so you just need 4 stacks of stability to fully cast an overload assuming you are being spammed on CCs

What normally gets people is corrupts/boonstrips which will take all stability away, so a steal traited will interrupt your overloads all the time. And You need to time your overloads with their steals

Pistol whip has a built in evade. If you dont time your attacks to catch them after skill/evade animations you will rarely hit them.

Coming from a Thief, headshot tends to fail a lot, especially when kitting is possible.

At PvP you can literally hide behind something and overload. WvW is trickier because there is more open space, but you can always trick the thief to fight near trees or walls. As any ranged skill, HS don't cross walls and objects.

The second choice is merely holding up overload for when the thief changes to Shortbow. You can also try to use them while they are on stealth if you are comfortable hitting invisible targets since most thieves won't break an opportunity to use a stealth skill to headshot you.

Lastly, HS doesn't deal actual damage, if they start HS spamming you, just auto attack the thief. Not only you win the exchange but the thief will waste his initiative for nothing.

Pistol Whip evades through its duration. It seems the players in your case failed to time attacks for the downtimes between pistol whips (or failed to use any kind of counter to it like Electric aura).

lack of rotation will kill you and tempest is class than lacks rotation and with all those damage nerfs over 3 year it's insta trash alone in wvw. You have a better bet playing core. Fire or earth ele spotting water and arcane. Sigil or energy is a must and sigil or doom , too put pressure on him. And if you are not a Weaver you need to have the select vigor acrange trait to maintain the flow and have take the wvw vigor food. He can still out run you but you would be able to out sustain and burn or bleed with small burst him. have to be d/d if you are cusing cele/ mix with marauder or crusader. You use durability runes or rune that favor burn duration or antoxin if you are fighting a condi thief. Again Weaver is safer and sustain an deal more constant damage it's not as bursty as core ele but way safer. Ele has been nerfed to the ground over the years you are bascily chipping people away slowly even if you are using risky pure damage builds only. :) It's the damage coeffienciets that had been lower over time aka removing fury 2.5 seconds per attunement swap through arcane trait line. That hurt ele the most. Anety know they did that in pvp and wvw. I understanf pvp but why wvw , cause it's easier to make everything the same whether it's viable or not.. That also applied to many Raid nerfs that moved into wvw and spvp :) Cause wvw is part of raid and making separate environment for raiid or factors line in guilld wars 1 is un think of or to hard. Then again who is even left here now to remember those times and anet.

S/D thieves are the easiest to fight, it's hard to fight a S/D thief + DP theif or a Deadeye. 1v1 hardest would be a pure cloaking/snipping dead eye that will play keep away forever and won't take rise and keeps hiding. So just out run them while keeping boon rotations and movement skills. Never let your hp drop below 75%. When solo fleeing you can easily maintain over 75% from running as core or weaver. as a tempest you sacrifice that ability and you die ;) Tempest is the most unloved ele spec it's buffed for all the wrong (useless traits and spec that would result in sustain or damage) reasons after taking massive nerfs. It's the leest played ele in all roaming scenarios as by yourself and no one with you. Scepter is mostly trash in roaming even if you want to condi cheese it, the arcane fury nerf and many damage nerfs made it trash. back in 2017 you can ding around as a scepter tempest and still have a good time.
