where does the actual menzies come in play

It has been implied in lore, though never confirmed that I know about, that Balthazar killed Menzies. Weapons with names like "Menzie's Agony" and especially "The Fate of Menzies" (a torch which appears to be made from Menzies' head) seem to confirm that it wasn't a pleasant death either, though those names could also possibly refer to Menzies' connections with the Realm of Torment. We also see no sign of Menzies' presence in game except for the Shadow Army type critters in Dragonfall. So we're basically left with two ideas: that Menzies is either dead, or in the Realm of Torment. If he is still around in Torment, that may or may not be voluntary on his part; it could well be that he is still alive but imprisoned there, perhaps by Balthazar.

Also, Menzies' known goals primarily centered around killing Balthazar and assuming his power. Well, as of PoF, Balthazar is dead. Where does that leave Menzies? The same empty, purposeless place it leaves the priests of Balthazar. Who better for the jaded, soul-lost priests of a dead god to turn to than his half-brother rival? Now there's a plot connection just BEGGING to be made...

As @"Jimbru.6014" said, there's been implications - minorly via Night of Fires story instance, and much stronger via dev comments on reddit - implying that Balthazar had defeated, and likely killed, Menzies before his own imprisonment. One of the major motivators for Balthazar to want to fight the Elder Dragons is that he has been "bored from being idle" and not having anyone to fight. This wouldn't be true if Menzies was still an active threat to face. And during Night of Fires, there's letters from Devona aka Herald of Balthazar saying that the Eternal War between the Eternals and Shadow Army had ended (despite there being Shadow Army still around in the Fissure of Woe as showcased with Dragonfall).

What's curious is that, the whole "boredom" stance the devs went rather implies that Menzies had died quite some time before Balthazar's imprisonment, perhaps even before GW1 when we add in the fact that the Shadow Army is cursed to forever fight Balthazar and his Eternals. There's also one theory where Menzies was made up by Balthazar as a fake adversary to keep himself occupied and that he created the Shadow Army all along, thus why we only ever hear about Menzies' priests and generals taking action, and no comments about personally meeting Menzies.

Given that the Shadow Army are cursed nightmares forced to forever despise Balthazar and target all things with Balthazar's energy signature, Menzies doesn't need to be alive for the army to still be around.

It would also make zero sense for Menzies to be the new God of War, given that he's fucking evil, and the Six Gods were the ones who stripped Balthazar of his power. They wouldn't empower one of their only known (to us players) mortal enemies.

Well, if it wasn't intentional it could occur. Say, like them leading some supposedly dead cosmic beings or something beyond current lore to Tyria via backtracking the gods' movements.

highly doubt that, the rest of the gods will not let Balthazaar kill Menzies cos it probably will destroy FoW; Arachnia's death probably was the reason why Real of Torment looked so f'ed up and turned into a prison for Abbadon and things the gods casted away, a landfill in the mist

that depends whether the other Gods lets him to join them, Menzies had wanted to kill Balthazaar and take the power for himself, seems like he's more of a brute than Balthazaar was

and gotta remember that the other gods took most of Balthazaar's power away, so even if Menzies kills Aurene right now and drains her power, Menzies still will not be a 'true' god

it is not explicitly stated in GW1 lore, Kormir said she had received a gift from the gods, hence capable to absorb Abbadon's power, my guess this gift is associated with the abbadon's power that was taken away by the gods; think of and Yin and yang, with both it becomes whole

Errors happen even gods make mistakes in Guildwars..
