I don't see why it should be cheaper? It's still leg and it's very popular as it's a 1h sword.
Nevermore is one of the Gen 2 legendaries that involves a collection, so while it may be cheaper it's significantly more time consuming. The Shining Blade has no collection, you simply have to craft or buy all the components and throw them into the mystic toilet. Nearly all of The Shining Blade can be bought on the TP, and it uses most of the same materials as the other gen 2 legendaries that do not have collections, so that helps to drive the price up as well.
Cost in this game is also driven by supply and demand. Those are likely different for those two legendaries and/or their components
The cost of the individual items to make a legendary are the same across legendaries, so why would you expect one to be drastically different than another?
It's always the same.. The more popular items are normally always more expensive due to well.. Supply and Demand. What players are willing to buy on the TP in order to not go out in the world and farm for them. Thus higher material cost.
In this case, Nevermore always is collection based and could be cheapre because of it.

Odd, the Wiki shows a cost for Nevermore of 1,629 Gold. Must have gone down a lot in one day, or something is missing.
For The Shining Blade, the cost(s) are 1,897 (HoT) or 1,614 (PoF).

Its because the fortune gift and Maguuma/Desert Masteries that make the costs relatively the same on all those legendaries. The only real difference is the cost of making the shards on the newer legendaries that really doesn't make a huge difference.
