Does the internal cooldown of .5seconds of this skill get affected by alacrity?

I doubt it. Otherwise we’d see alacrity effecting things with ICD’s like sigils or weapon swaps.

Alacrity only effects skill recharges. On the wiki it also says it doesn’t effect traits and things with iCD’s

But even so you can test it :First you do a quick maths... multiple the number of times you’d pro shiro’s in a 10 second window without alacrity (20 times)

Now smack a mob for 10 seconds, with alacrity on and count up how many shiro procs you got. If you count anything more than 20 (leaving a 5-10% margin of error) you’d get your answer.
