Remove 300s Passively Procced Traits All Together!

If the goal set by the developers is to cancel out passively procced effects and promote active response, well, might as well just kill the traits entirely and design something new, instead of leaving a complete lackluster non-choice in the related specializations. I mean seriously, a trait that offers its effect once in every 5 minutes?
