What is the best looking/Understated Axe skin?

You can get weaponsmith 400 at least for the weaponcost. I wouldnt buy it. I would level up weaponsmith.

Regarding the original topic. One of the best budget-options to gear a mesmer in GW2 are the Peacemaker Weapons, also known as Asura Cultural Weapons. The skins can be bought for Karma only, 63k per skin. Vendor NPC Tredd is located in the Creator's Commons, top level of Rata Sum in the center.

The Peacemaker Weapons are by design all with a purple glow and use a purple bubble particle effect. That particle effect is visible while moving, fighting, even while riding mounts. Legendary Weapons for example do not show their particle effects when riding mounts.

I don't much care for the double edged axe, but prefer a single edge, and the Legionnaire looks so awesome.

The matching mace is equally awesome (https://wiki.guildwars2.com/wiki/File:Mistrender.jpg) and I crafted them both specifically for my Condi Rev . The hammer is nice too I guess, but such a shame there is no Staff version.

EDIT: my Charr Warrior wields this piece of awesome (https://wiki.guildwars2.com/wiki/File:Iron_Beast_Greatsword.jpg) so when it came time to find Axe skins that complimented the Iron Beast, I had a bit of a challenge. I did look at the Aetherblade skins, but they seemed a little too wonky for me. In the end I settled for the Steam Axe (https://wiki.guildwars2.com/wiki/File:Steam_Axe.jpg) and I think it works well.

But if ANET want's to make a Chain-Axe of some kind....my gems are waiting.

I would say the two best axes for understatement and plausible realistic looks are Truth (some fancy knotwork but well in line with functional weapons) and the Darksteel Axe (truly basic, with some better hues than the other crafted ones using that shape, works well for my lower class/poorer characters).
