Brainstorming the upcoming nerfs to Mesmer

Yeah, they could do something like "Signet of illusion reduce the CD of shatters of 50% instead of 100%" just like they did with signet of Ether

They'll later buff it to 1 sec per shatter affected.

Ok people, we dodged one balance patch, no changes = buffs as far as mesmer is concerned. Can't wait for people to start complaining about Mirage because we didn't get nerfed, again.
