By that logic no one but the extreme top tier percentage of players should be playing pvp. And I’m sure you can see why that’s a bad argument too. Let’s be real there are plenty of PvE-ers who are better than dedicated pvpers and there are plenty of dedicated pvpers who are worse than PvE-ers. More players means a healthier community and increasingly allows for the matchmaker to do its job better. That’s just a fact

All legendaries should be similar. If there is one that requires only WvW without you having to to PvP then there should exist a similar PvP (that does not require WvW) version. But mabe it is because of the lower WvW population that they want to get more people into WvW?

Either all 3 game modes needed. Or only 1 game mode needed. (With each of the 3 game modes getting a similar legendary where only that game mode is needed.) Or split between PvE and (WvW+PvP).

A legendary where PvE and WvW (but not PvP) is required without the option to get a similar one where PvE + PvP (and not WvW) is required) does not make sense to me. It would force players one-sidedly in one type of PvP content (the WvW is a type PvP content) without giving the option to do the other PvP content (the sPvP). Only really makes sense if PvP population is that much lower (or not enough ... considering there need a lot of servers to be populated).

Adding a different type of gift for PvP would make sense here. (A reward track where it can be obtained.) Then the later recipes giving an optional choice of that one or the WvW one ... or requiring both one. (Depending on which type of legendary ArenaNet wants to offer. But not only allowing one.)

I saw there is one gift that for example requires shards of glory - the normal ones. Which is a try to get people in PvP ... but fails since they can be bought at TP. (They should have been made account bound.)
