this traders sell them but iam not able to trade with him, for missions i did all missions path of fire and heart of thorns...pic for him

These are achievement rewards. So Hobbs sells them only if you already completed your achievements and, for example, deleted them accidentally. E.g. https://wiki.guildwars2.com/wiki/Sentient_Aberration
