Trying to catch up a bit with this thread, I can see that one thing is amiss. I see it often overlooked recently:

The reason why people stack servers have changed.

Guilds used to stack to match up and the uninitiated who believed in winning would stack to win. Almost every server had content. You may have preferred another server's content but your server likely had something decent enough. You address that in certain ways.

These days almost everyone stacks for content. You address that in different ways and it is likely more difficult to address. Simply locking a server people want to transfer to is not going to do very much if there are limited other options to transfer to if you want to find decent content.

This is also why Alliances remain important because they have to restart the eco-systems first (recruitment = guilds = guild-content = pickup side-content = more open tags = more diversity = less mono blobs = more "scaling mobility" ie., cross-scale content, fighting outnumbered etc.) if they are to attempt to balance power and population after.

The biggest disservice that Anet has done to WvW (barring the general neglect) is the suggestion, however indirect, that players (mainly from within, the main PvE game mode) should come play WvW and treat the tags here the way they treat mentors or tags in open world. It is different game modes with inherent different gameplay systems and appeals. Tags in PvE tag up for completely different reasons and are appealed to do so in other ways. That has caused so much harm to the aforementioned eco-system over time, that it is going to take a long time to repair. Too many players know nothing but taking their tags for granted until they disappear and you have to transfer for content.

It's also quite the feat that something as fundamental as population balance, that has been with us for so long in the discourse, is no longer the most fundamental and important problem to solve. We have stooped lower.
