This year that was from August 11 to August 25Furthermore it is/was part of some "Supply-Drops" which are sold in the gemstore at certain occasions.Currently there is one:https://wiki.guildwars2.com/wiki/8th_Anniversary_Supply_Drop_RequisitionOutside of the birthday-sales and supply drops there is no way to get the vouchers (that i know of). Edit: Since Inculpatus cedo mentioned the wiki for the latest offerings: The "Gem Store history" for this item on the wiki is currently not up to date, since according to it the voucher is still available, which is not the case.https://en-forum.guildwars2.com/discussion/comment/1318535/#Comment_1318535 for reference when the sale ended.
