Hello there, I discovered that you can buy a raccoon gryphon skin and it is the cutest. I think it's in the Istani adoption licence? How often do those licences cycle back into the shop?

It looks like there is no pattern as to when the licenses show up for sale: https://wiki.guildwars2.com/wiki/Istani_Isles_Mount_Adoption_License (see the Gem Store History section at the bottom - you need to expand it).
