Anybody having issues with this when salvaging it says 20% of rare materials and 100% chance of salvaging upgrades this part of it does not appear to be functioning for me

Do not confuse 'salvaging' (breaking down) with 'recovering' (extracting whole). Salvaging Runes/Sigils will produce Lucent Motes, Charms (rarely) and Symbols (rarely).

100% of salvaging upgrades; 0% chance of recovering them.i.e. you'll get lucents with a tiny chance of charms or symbols (depending on what's being salvaged)

PS if you bought the kit recently and don't like this functionality, contact Support; they are likely to offer you a refund(even if you're 50-50, you might want to ask for the refund to give yourself time to consider how you feel about it... then you can repurchase later if you decide it fits your needs)

For what it's worth, I bought it (knowing the functionality) and, despite changes since then, I'm happy to have it. I use it daily.
