They literally just mentioned it as being something that they are working towards.https://www.guildwars2.com/en/news/whats-next-for-guild-wars-2/ was posted on 2 April, only a month ago.

Over the past few months, astute players have been noticing a trend of updates and improvements to how our skill-slotting system works and have accurately speculated that the long-requested feature of build templates is in the works.

That's the first time they confirmed they had a plan and it's appropriately vague for something for which they don't have a clear update time.

It's in the queue. War Eternal is the next major update and it hasn't fully dropped yet. It may be included in there, it may not.

If they rush completion they may end up with a messy system that is almost impossible to update in the future if needed. It's better they take a few more months and make a system that don't need to be gutted and remade from scratch when they need to fix something or add new features.
