These events are Bounties. A player needs to select the event from a Bounty Board in the map, then go to the correct location to start the event. Once that has happened anyone can join in fighting it.

It's best to use the Looking For Group tool to make sure there will be enough people before starting the fight, because they are timed so if people arrive after it has started it might be too late.
