Redeeming IG-6417 progression stopping bug

For the 'Medical Aid Recording', you must revive 10 NPCs/players in the defeated state for it to count. After coming across a solution thread from a year ago: https://en-forum.guildwars2.com/discussion/32238/medical-aid-recording-bugged-merged

I bought a new recording device on the same character that originally bought 21 (the total necessary number of devices required), then I revived 10 NPCs under the Temple of Kormir Waypoint in Crystal Oasis. After reviving 10+ NPCs, I did not get the recording. I did the same steps after going on another character and purchasing a new recording device, but the Medical Aid Recording is never given to me.

I got it a few days ago by reviving other players. It should be really easy with the world boss event going on. You can probably get 10 just from Claw of Jormag. I don't know if NPCs work, but it should be easy enough to get around it.
