possible bug or glitch from patch? thief stealth attack

i know there was a new patch and all and maybe im overlooking it in the notes i dont know but im casting insta fear on every stealth attack is this normal? what changed? cause i dont see it.

also sorry for any other thiefs out the currently abusing it if im blowing the whistle.
