Legendaries aren't meant to be easy or quick to acquire, so it makes sense precursors don't drop from every 7th enemy you kill. Some gem store weapons get effects close to a legendary, yes, but they do not come with sigil nor infusion slots, let alone stat selection. That would be P2W, what you're arguing isn't.
