In Caledon Forest at the Hero Point near the Dominion of Winds what does the NPC "Swift Arrow" what weapon skin does he have? I want it

I was wondering if DPS counters are allowed in Guild Wars 2 what will that breach the terms of service and will that terminate my account. I'm asking this question because I don't want to lose anything on my account for Guild Wars 2.

I have done some exploring and the Black Citadel and the location of Nolani Academy Ruins there is an impassable barrier that I have been trying to get past for three straight hours but to no avail I can't so please can anyone tell me what is behind this barrier, the only way to get there is by using mounts preferably the Griffon mount and the skimmer mount it's a tad tricky to find but you'll know when you see it.
