After reading this thread, are there any good classes left to play?

I would just settle for some new outfits in the Gem Store. Tired of seeing the same ones for what seems like months.

I'm a returning player after several years and have never purchased an outfit. My question is, do they increase in level similar to Wow's Heritage Armor? If I equip an item higher in traits than the outfit, does the outfit increase, as well? My gut tells me you shouldnt use them until you hit 80 and if so, how do you keep them increasing in traits? Very confused.
