By any chance do you have another character that you can use to check if it's an issue with you having 100% world completion before starting the collection/getting to this collection step? If you have other characters that might have gone there and talked with the NPC (without the intent on getting the recipes) you also should check their inventory, they might have gotten the recipe without you noticing it. Please also make sure to check the inventory of the character you already tried getting the recipe with, maybe you simply overlooked it in there . Oh and just to be sure, also check the crafting window, you have learned the recipe "accidentally" (make sure to not have the "Have Materials", "Gain Experience" and "Can Equip" checkboxes checked, but leaving everything else as is (i.e. all checkmarks that where already present and are not mentioned earlier should stay checked))

I can confirm this, I also did a bit more research: If you swim first, then dive Facets work as intended.If you drop into water without swimming first (either from jumping, falling from a cliff, falling from your skimmer) Facets will not work as intended.The length of the already applied buffs doesn't influence the behavior when entering water/leaving water (Rule 1 and 2 apply). Neither does the height of the drop/fallWhen leaving water, either by jumping or by walking out of it, Facets work as intended for me (in case one of you has a confirmed report of Facets bugging out when leaving feel free to correct me)More Details: TL;DR All Revenant upkeep skills seem to be bugged and stop pulsing or are deactivated when going underwater without swimming first. The issue seems to be related to the process of swapping out land and underwater abilities and can be reliably reproduced.
