It appears that the node is character bound rather than account bound. I could see the node on the character that did the living story and bought the node; I could not see the node in my home instance on my daily farming character and it was still for sale from the vendor. This is very different from every previous instance node, so I'm not sure if it's a bug or a change in functionality. -

Adding on that the karma-purchased Reaper's Logging Axe did not gather from the area and generated ruined logs at the farm at Pagga's Waypoint.
