yes, the rune hasn't changed but the mechanics of the banner did, previously when picking it up you could use it as a weapon and u had altered weapon skills on 1-2-3, thus wielding it, now if you pick it up, you pick it up and only the cd resets. anyway, I guess this is something only a developer can comment on....

yes it is for banners, but it states 'wielding' banners, now you can only pick them up, so do you get +7% when you stand in the banner radius or does it do nothing in its current state?

Feel like certain runes need a overhaul on the description. For example 'Rune of the Engineer' mentions +7% damage when WIELDING a banner. The ability to wield banners was patched out some time ago, so how does this rune now interract with a warrior currently, if at all? If you have any other examples feel free to add to the contents of this topic.
