A quick question about End of Dragons.

What I am Reffering to is, lets take for example now, I was about to lvl up to 35 to go Lion's Arch. It required some criteria to be met. which was either lvl up to 35 (was 32 at the time) or lets say buy an expansion. These types of unlocks I am talking about. Sorry if I cant explain myself so clearly. English is not my first language. In summary. will I unlock the basic features of the game if I buy an expansion that is yet to be released ? -
Hello, I just started playing the game and I find it very addictive, I will be looking forward to buying an expansion and since End of Dragons hasn't been released yet plus the game require a purchase. Would all the features be unlocked if I get End of Dragons compared to Path of Fire ?
