On Raptor and Jackal, it's still happening. Based on my testing -- the problem can be made to occur when a character stands on terrain in such a way to cause the mount to spawn at an incline. For example, spawning the mount while standing at the foot of a very steep hill. But, it's not consistent: I can move a few steps sideways by that same hill, still spawn the mount in an inclined position, but still be properly seated on the saddle. In any case, if the character is properly seated at mount-up, no amount of subsequent attitude contortions will materialize the bug as long as I do not demount.
