How to complete this step: Get enough people at the event https://wiki.guildwars2.com/wiki/Defeat_the_Purist! (at the Ministry Archives, the same place where you did propaganda collection) so that the enemy that spawns is a Champion. Killing that champion qualifies for the collection.
